Overview

LMI seeks a Real Property Functional Subject Matter Expert to support an Army client within the Asset Management Division. This position is focused on improving real property and Construction in Progress (CIP) data quality, capital asset visibility, and stakeholder reporting. The ideal candidate will have deep project controls experience on large capital programs and strong familiarity with Army real property systems, policies, and reporting processes.

 

This position is part of the team supporting the Army HQDA G-4 ELISS program, delivering innovative solutions that enable critical Army logistics and sustainment missions.

Responsibilities

The candidate will serve as a real property and asset management SME, supporting enterprise asset accountability, data quality, and reporting processes for real property and CIP. Duties include advising and training stakeholders and installations on improvements to business rules, workflows, and systems.

Specific responsibilities may include:

  • Maintain and validate real property inventory using GFEBS and related Army real property systems (e.g., ASIP, ePRISMS, HQIIS, ISRWeb, RPLANS, E-SMS); review and update real property and CIP records in accordance with established reporting cycles.
  • Facilitate training and enhance communication with stakeholders and installations, translating enterprise asset management policy into operational practices.
  • Review, reconcile, and refine data related to real property assets, construction projects, and capital investments to ensure accuracy, completeness, and consistency across systems.
  • Support and refine business processes, user requirements, and system logic that enable accurate real property recording and reporting of construction and capital asset activity.
  • Coordinate with engineering, construction, financial, and installation stakeholders to resolve discrepancies and ensure alignment with capital asset accounting, audit, and reporting rules.
  • Lead data analysis and compilation for construction-related submissions and portfolio-level reporting, and support development and maintenance of dashboards and reports for project tracking, compliance, and capital asset visibility.
  • Develop and sustain real property validation workflows that enable installation partners to submit project updates for government validation and tracking.
  • Provide real property guidance products (e.g., SOPs, job aids, training materials) and support recurring engagements (workshops, briefings, office hours) to strengthen installation-level reporting, compliance, and data quality.

Qualifications

Education & Experience

    • B.S. degree in civil engineering, architectural engineering, facilities management, construction management, real estate management, business, finance, data analytics, or a related field preferred.
    • 12+ years of relevant project controls, real property, capital asset, or construction program experience.

Technical & Domain Expertise

  • Working experience with DoW and/or Army real property systems, lifecycle business policies, practices, and construction programs.
  • Baseline familiarity with real property and reporting systems used by the Army (e.g., ASIP, ePRISMS, HQIIS, ISR‑Web, RPLANS, E‑SMS/BUILDER) and associated business processes.
  • Strong knowledge of DoW and Army real property regulations (e.g., AR 405‑45, AR 405‑70) and CFO Act-driven audit requirements.
  • Demonstrated experience with project controls for large capital programs (e.g., $100M+), including data validation, reporting, and dashboarding.
  • Experience leading real property or construction data quality initiatives and coordinating with installation or field stakeholders.

Tools & Certifications

  • Proficiency in Microsoft Office applications and SharePoint.
  • Familiarity with DoW or Army business systems and data environments that support real property, construction, logistics, or financial management (e.g., GFEBS, CEFMS, PRIDE, or similar).
  • Experience with dashboards/analytics tools (e.g., Power BI, Tableau, or similar) is highly desirable.
  • Project Management Professional (PMP) certification preferred.

  • Ability to manage multiple assignments and meet recurring reporting deadlines in a fast-paced environment.
  • Strong problem-solving, communication, and collaboration skills in a matrixed organization.
  • Active DoD/DoW Secret clearance.

The target salary range for this position is $101,000-$174,000. 

 

The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances.
