Responsibilities:
The National Security Agency's (NSA) Office of General Counsel (OGC) is seeking an exceptionally qualified and highly motivated candidate to serve in a leadership role as the Associate General Counsel (AGC) for Technology Law (TechLaw). The AGC/TechLaw will lead a team of attorneys who serve as legal experts in the fields of artificial intelligence (AI), cybersecurity, and the next generation of technology at the NSA. The AGC/TechLaw will be among those responsible at the NSA for developing innovative legal solutions enabling NSA to conduct cutting edge AI activities, cybersecurity operations and engage in the pursuit of emerging technologies while ensuring that US person privacy and civil liberties are protected. The AGC/TechLaw position offers an exciting opportunity to be on the front lines of critical national security priorities that address novel and complex legal issues relating to technology. The TechLaw practice group will oversee legal support to NSA leaders on artificial intelligence, machine learning, cybersecurity operations, and emerging technology issues. The AGC/TechLaw must engage with senior leaders in the Agency and counterparts in the Department of War (DoW), Office of the Director of National Intelligence (ODNI), and the Intelligence Community (IC). The AGC/TechLaw also may engage with private sector partners.
The NSA AGC/TechLaw must be creative, flexible, innovative, and motivated to operate in a constantly evolving legal space requiring novel legal solutions to unique and complex legal questions. The individual selected for this position must have supervisory experience, project management skills, and the ability to communicate legal advice to non-legal practitioners effectively at a speed that enables mission to outpace evolving threats. This position requires an agile, innovative, and team-oriented thinker who demonstrates excellent leadership skills, initiative, and experience in technology transfer, CIO authorities, operational law, artificial intelligence, and cybersecurity.
The AGC/TechLaw will provide direct support to the NSA General Counsel and the NSA Director to meet core NSA missions in support of Presidential priorities. This position is in the NSA OGC, which is located at NSA Washington (NSAW) at Ft. Meade, Maryland. NSA is a component of the Department of War (DOW). The AGC/TechLaw is under the direct authority, direction, and control of the NSA GC and NSA Principal Deputy General Counsel (PDGC), as well as the DoW GC, the DoW PDGC, and the DoW Deputy General Counsel (Intelligence) (DGC/I). The NSA is a combat support agency and element of the U.S. Intelligence Community.
(U) Specific Duties:
a)
In support of the NSA GC, NSA PDGC, and NSA Deputy GC, provide advice and guidance to senior officials within NSA, to include DIRNSA, regarding the matters described above.
b)
Interpret all statutes, Presidential Directives, and Executive Branch regulations related to artificial intelligence, emerging technologies, and cybersecurity and provide legal advice and counsel to the Director and Senior Leadership Team, as directed by the NSA GC or NSA PDGC, with respect to the authorities for NSA activities and conditions and restrictions thereon.
c)
Advise on all matters related to NSA's cybersecurity mission to include responsibilities that arise under National Security Presidential Memorandum-12 and applicable laws and policy directives.
d)
Provide dynamic support to the OGC Front Office and across OGC practice groups as part of the leadership team responsible for supervising and mentoring a staff of multiple attorneys and unit chiefs; ensuring they are appropriately challenged, rewarded, and given support and tools necessary to succeed.
e)
Represent the Agency in interactions with the Department of Justice, Department of War, Office of the Director of National Intelligence, Central Intelligence Agency, Federal Bureau of Investigation, Department of Homeland Security, Congress, other government agencies, foreign partners, and the general public.
f)
Confer with and educate clients, customers, or stakeholders on legal and policy issues.
g)
Determine legal sufficiency of documents.
h)
Make legal determinations in accordance with laws, regulations, professional standards, and NSA/CSS policies and procedures.
i)
Build partnerships with the public and private sectors and within the national security community to advance mission objectives.
j)
Perform such other duties as the NSA OGC GC, PDGC, or DGC may prescribe.
Pay, Benefits, & Work Schedule:
Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.
Salary Range: Defense Intelligence Senior Level (DISL) Tier 1 - Up to $209,600
