Description
SAIC seeks systems engineering, technical, acquisition, and program integration support to Government customers in the execution of research, development, prototype, test, transition, and related acquisition activities. Supports lifecycle engineering, requirements management, acquisition documentation, program tracking, metrics development, and coordination across Government, contractor, and mission partner organizations. Serves as an advisor to Government program offices, providing technical insight, programmatic guidance, and decision support in complex mission environments.

Functional Responsibilities:
  • Provide technical, analytical, acquisition, and programmatic support to Government program offices, technical leads, and leadership.
  • Support systems engineering activities throughout the system lifecycle, including concept development, requirements analysis, technical planning, integration, testing, transition, and sustainment-related documentation.
  • Lead or support the development, review, and maintenance of program and acquisition documentation, including Statements of Work (SOWs), Performance Work Statements (PWSs), white papers, requirements documents, task descriptions, meeting minutes, technical assessments, cost evaluation inputs, and decision support materials.
  • Support acquisition planning and contract execution activities in accordance with Government processes and requirements, including source selection support, Contract Data Requirements List (CDRL) inputs, and contract closeout activities.
  • Maintain and administer collaboration, workflow, and documentation tools, including Confluence and JIRA, to support program execution, action tracking, and artifact management.
  • Support requirements management, traceability, and documentation control for technical and programmatic artifacts across multiple efforts.
  • Assist in planning, documenting, coordinating, and tracking test activities, including requirements, objectives, interfaces, schedules, readiness inputs, and results.
  • Develop, assess, and maintain program metrics, dashboards, status reporting products, action item trackers, risk and issue logs, and lessons learned repositories.
  • Develop executive-level briefings, technical summaries, training materials, educational content, user guides, and reference materials for Government stakeholders and mission partners.
  • Coordinate with internal and external stakeholders, including Government organizations, contractors, DoD and IC partners, military organizations, academic institutions, and research entities, as required.
  • Provide advisory support to identify program risks, integration challenges, process gaps, and opportunities to improve mission execution.
  • Perform other related systems engineering, acquisition, and program support duties as assigned.

Qualifications
Minimum Qualifications:
  • Active TS/SCI with polygraph
  • Bachelor's degree and 9+ years of directly related experience; or 12+ years of directly related experience in lieu of a degree
  • Demonstrated experience providing SETA, systems engineering, technical advisory, or program management support to Government customers
  • Knowledge of system lifecycle processes, systems engineering principles, and requirements management practices
  • General understanding of Government acquisition, contract development, and contract execution processes
  • Experience preparing, reviewing, and coordinating technical and programmatic documentation
  • Strong proficiency in Confluence and JIRA administration and use for workflow, documentation, and action tracking
  • Knowledge of RF communications and space systems sufficient to support research, development, prototype, test, and transition activities
  • Knowledge of data processing systems
  • Knowledge of RF protocol structures and implementations
  • Familiarity with test planning, quality documentation, and technical evaluation support
  • Strong written, verbal, and presentation communication skills
  • Strong organizational skills and the ability to manage multiple tasks simultaneously
  • Ability to work independently with limited supervision and provide leadership across assigned efforts

Preferred Qualifications:
  • Demonstrated senior-level experience providing SETA, systems engineering, technical advisory, or program management support to Government customers
  • Experience supporting USG programs or customers
  • Familiarity with DoD and IC acquisition, budget, and contracting processes
  • Familiarity with program management functions, including technical, schedule, cost, risk, and closeout management
  • Familiarity with Synthetic Aperture Radar (SAR) and Electro-Optical (EO) systems sufficient to support research, development, prototype, test, and transition activities
  • Experience supporting source selections, technical evaluations, or acquisition planning activities
  • Experience supporting test planning, quality assurance documentation, or technical assessments
  • Experience developing training materials for military or Government audiences
  • Experience coordinating with DoD, IC, military, academic, or R&D organizations
  • Knowledge of sensitive activities coordination processes
  • Background in outreach, stakeholder engagement, or educational program support
  • Experience supporting executive-level briefings, decision forums, and senior leadership engagements

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
