Position Summary

Odyssey Systems has an exciting opportunity for a Senior Program Manager providing support to the Air Force Life Cycle Management Center/Airborne Warning and Control System (AFLCMC/HBS/WIW). The Airborne Warning and Control System (AWACS) Division, has the collective Air Force Materiel Command (AFMC) mission responsibility to deliver airborne Battle Management Command & Control (BMC2) capabilities that support joint, allied, coalition, humanitarian, and homeland defense operations. Modernization efforts enable continued involvement with worldwide operations by revitalizing legacy mission systems, replacing aging computer architectures, integrating multi‑sensor data fusion, and improving global expeditionary readiness and availability. Additionally, the Division assists in the planned divestiture of the E‑3 platform and in shaping development of follow‑on capabilities for future airborne C2 systems.

 

This is a full time Hybrid position located at Tinker AFB, OK.

Responsibilities

Duties include, but not limited to: 

 

  • Support all program management aspects of cost, schedule, and performance objectives for acquisition programs.
  • Provide program level acquisition support to the Section Chief and 10 Integrated Product Team leads by helping guide successful program execution based on DoD Directives to include 5000.1/2, AFIs to include 62-601, 63-101, 63-124, 63-1201, AFPD 62-6, AFI 91-117/118/119, 99-103, and AFMAN 63-119, helping to maintain the acquisition battle rhythm and deliver warfighter capability. 
  • Summarize activities into a weekly program execution chart. 
  • Provide guidance on preparation and tailoring of acquisition documents to ensure consistency and accuracy. Documents may include, but are not limited to, Acquisition Decision Memorandum (ADM), Life Cycle Support Plan (LCSP), Acquisition Strategy Plan (ASP), Acquisition Program Baseline (APB), Risk Management Plans, Program Management Reviews, and milestone decision briefings.
  • Provide expert Program Management guidance to build Request for Proposal (RFPs), Statement of Work (SOWs), and Contract Data Requirements List (CDRL), and other RFP products
  • Support, prepare, review and develop acquisition reports, including statutory and regulatory acquisition report and milestone review documentation as identified in DoDI 5000.02 (experience with LCMP tool, PDAA, PMRT, WAWF, CCaRS etc)
  • Ensure on-time responses for all LCMP suspenses for each program.  Check that LCMP updates are timely and in sync with other reports, particularly with risks, critical events, accomplishments, and schedule. Particular focus on contracts and funding.

Qualifications

Citizenship: Must be a US citizen

 

Minimum Required Qualifications

Clearance: Top Secret clearance

Education: Bachelor’s degree in a related field and 12 years of experience in the respective professional discipline being performed, five of which must be in DoD. Or,

    • 15 years of directly related experience with proper certifications

Preferred Qualifications

 

Technical Skills

  • Extensive experience in program management support, including planning, execution, and oversight of complex Department of Defense aviation and acquisition programs.
  • Proficiency in cost, schedule, and performance management, including tracking key program metrics, analyzing trends, and supporting data-driven decision-making.
  • Skilled in risk identification, mitigation planning, and issue management to support program objectives and minimize execution challenges.
  • Experience developing, maintaining, and managing program documentation, reports, briefings, milestone reviews, and executive-level communications.
  • Knowledge of defense acquisition processes, program lifecycle management, and support for major weapon system development and sustainment efforts such as the E-7 Wedgetail AWACS.
  • Ability to coordinate and integrate activities across multiple functional areas, ensuring alignment between program requirements, resources, and deliverables.
  • Proficient in utilizing the Microsoft Office Suite, including Excel, PowerPoint, Word, and Outlook, for program analysis, reporting, and stakeholder communications.

  • Highly organized and detail-oriented professional with excellent time management and situational awareness in fast-paced, high-visibility environments.
  • Demonstrated ability to lead through influence rather than authority, maintaining professionalism, adaptability, and credibility while navigating complex stakeholder relationships.

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
